Once the design is complete, the airport authority will meet with the airlines as they will ultimately pay for the new route based on terminal fees and gate rental fees. VanLoh said the international airport's low cost compared to other airports will help increase demand for airlines to put more planes here.
The agency's board is scheduled to vote at its meeting Monday to approve $3 million for the design.
